Hi rhaichard, welcome here to the forum.
You do not need to have been married for 2 years in order to apply for a visa , but you do need to comply with other requirements including a pass certificate for UKBA approved English Language Test.
Please take at this forum thread called How To Apply For A Spouse Visa
Just follow the links to the UKBA website information.
It's important to understand that the immigration rules relating to finances will be changed on July 9th 2012
If you are in a position to submit and pay for the visa application before Friday July 6th then the application will be treated under existing rules.
All applications made on and after Monday July 9th will be subject to review under the new rules.
In principle the significant change is that the UK Sponsor now needs to prove an annual gross income of £18600

When my wife took her English Language test at Hopkins she had to take the test in all four of Listening, Speaking, Reading and Writing. But only needed to pass in Listening and Reading (I think) ...brb I will check that. OOPS Listening and Speaking...see email below from TOIEC Hopkins. This may have changed by now. This was a year ago.

"Dear MR LASTLID,
Yes, we are confirming that the skills requiring English proficiency scores are just the Listening and Speaking skills. We are assuming therefore that whatever other data that may be seen on the submitted document (e.g. score report card) should not affect the application.
Effective July 17 2011, the minimum TOEIC score requirements are as follows:
Listening - 60 (out of total attainable score of 495; 12%)
Speaking - 50 (out of total attainable score of 200; 25% )
Regards,
TOEIC Philippines"

Hi, there! I took the IELTS (General Training module) last March and the Speaking Test was the only test done separately. The rest (Reading, Writing, and Listening) were done at the same time. That's why I'm not sure if you can tell them that you'll just take the Listening and Speaking tests. I think it'd be better if you take them all. A high score isn't required after all. You just need to know the basics, as far as I'm concerned.
The IELTS I took was the one under the British Council in Ortigas (I'm pretty sure they have branches in other areas as I have encountered some who took the exam in Davao and Baguio). What's nice isonce you've paid (less 9000 pesos), they have manuals in their office where you can review for free. That's what I did and I'm glad I did it because it helped me familiarize the tests.
Good luck
