New CNI procedure..anyone seen this?

The Consular Section now administers affirmations or affidavits
to marry. Local authorities have confirmed that they will accept this document. This replaces the old
-style Certificate of No Impediment (CNI).
You must prepare a type-
written affirmation or affidavit of marital status following the template on the next
page, before you attend the Consular Section. British applicants are required to personally appear at the embassy. Documents must follow this template
–Font size 12, Times New Roman, 1.5cm margin all around.

I am doing some research for a friend of mine. It appears that you no longer need to go to your local Registra? or do you still need to go but also add this new paper work?

Hi Raynaputi. Thanks .. yes I know I saw one I put search in but couldnt find it .. Oh well looks easier for folks now,
One more question "QUOTE: An affidavit/affirmation does not make your marriage valid under UK or foreign law, or guarantee to the local authorities that you are free to marry. ..
What does this mean? Does it mean the marriage has not been legally recorded in UK like it would be if you married here?

Does this mean you (the Brit) don't need to produce a divorce certificate wotsit ?
