Red Tape ... Enough To Make You See Red!
NBI Clearance for everything from adoption to visas allowing you to stay IN - or leave - the country. Plus a paper trail comprising Xerox copies/long queues that is/are seemingly endless ... !
And, as if ALL that weren't sufficient to put up with on its own, then ... ... in stark contrast, there's the corruption going on behind the scenes /under the table (orBOTH) to accommodate anyone wishing to fast~track the process.

Yes, there's a lot of 'red-tape' here.
Unfortunately the general lack of cultural development demands it. IMHO
I'd also suggest that many of the UK's government agencies and councils would do well to tighten up on their regulations also. Especially the Home Office Immigration folks.
There's been far too much cut from budgets to maintain a 'fit for purpose' rating.
