My wife arrived in the UK on 3/12/13 on a Spouse Visa which is valid from 7/10/13 to 7/7/16. When can we apply for a FLR.

She can apply shortly before her 30 month anniversary in UK since arrival.
Maximum 28 days advance is allowed.

Based on the dates given that'll mean application can be made from 6th May 2016 until 7th July 2016 for her second period of 30 months before being eligible for ILR application.

(You'd better double check my maths on that )

I'd suggest checking out the form now so you can prepare to meet all requirements.
The financial requirement still needs to met but you can now count joint income.
Don't forget that Life in UK needs to be passed for the ILR as well as English Language at B1 level
I mention that as it's so much better to get these things done as early as possible and avoid time pressures later.
