Maybe they don't need to be a police officer to operate the cameras but who drove the police van? Do we have civilians driving police vehicles on our roads?

I think it's entirely reasonable that the police should use a trained camera operator and wouldn't expect a police officer to be manning a camera.
What is NOT reasonable is the police officer stepping into the house uninvited and, it seems, ignoring requests to leave.
All said, the speed cameras are there to stop people speeding and they do prevent accidents. If you don't speed then the cameras are not a problem and details of where the cameras are operating are normally published online beforehand if you like to avoid them.
