Well done
Could only be one decision .
The TB requirement is for visa application.
Applicants who completed an online visa application form and paid the online visa application fee before 28 February 2013 will not need to take a tuberculosis test.
If your fiancee come under this then it's solely a personal decision if you prepare or not for a likely question at entry. Worst case scenario is that it'll maybe cause a delay as the X-Ray might be done at the airport. (depend which airport)

Steven,
Since your fiancee already has her visa granted, and since the TB Screening at the UKBA approved clinic is for Visa Application only, then if you decided to secure an X-Ray she could do this at any local clinic/hospital.
It's not necessary to make that trip to the UKBA approved Manila Clinic
Many folks have been asked at the entry airport (only Heathrow and Gatwick) for an x-ray. Some are asked for theirs and others not. Some have theirs done at the airport some are given a card to make an appointment via a GP later.
As I mentioned it's a personal choice now that the visa is granted.
