There are two different sets of rules in wars:

Western/NATO forces have to strictly adhere to international laws on rules of engagement and must protect civilians and POW's at all times. With modern phones capable of video recording and uploading content to YouTube in a matter of minutes, any misdoings by Western Forces will be jumped on by anti-Western propogandists and human rights do-gooders, condemned internationally and turn millions more people against us.

The other set of rules for Russia, China, Dictator states, Arab states and anyone fighting against the west is, that there are no rules. It is fine to use civilians as human shields, kill civilians at will, kidnap soldiers and behead them on the internet and parade POW's on TV forcing them to codemn the West whilst a guard is holding a taser gun on their testicles
