What type of student visa does your brother-in-law have?
    What visa do you have?
How old is your sister? who does she live with in Phils?

    ann_pinoy,
Sorry if my questions were too personal. Just wanted to discover the best options for having your sister come to UK.
But to give specific answer to your question, it would just not be possible for your brother-in-law to have your sister here with Student Dependant Visa. This is only granted to spouse/partner or children.
