They should go ahead with nationwide vaccination in the Philippines.
We have MMR (measles, mumps and rubella) vaccination here ( it's been proved NOT to cause autism). Measles usually causes mild complications and deaths are very rare in UK , but it's far more serious in Philippines, or wherever there is malnutrition / poor healthcare.
