Visitors visa /family visa

Imelda came over here 18 months ago on fiancee visa , we have been married for over a year now and she has a "resident " status by the EEA family permit, her sister wants to visit us now and i was just wondering if the best way is by applying for the family visa (VAF1B). Anyone familar with this ?
