Frontex, the European Union border agency, says the majority of people residing illegally in the EU arrived by plane with a valid travel visa and simply stayed on after their visa expired.

The last chance saloon for you would be if the courts instruct to reduce £18600 to some lower threshold.
The High Court suggested £13000 but the government appealed and rejected.
Nobody can predict when that one would likely get finalised and what level could be accepted by the government.
