Thats what happens when too many people choose to live in an old swamp.
Admitedly the rains were heavy and lasted for a couple of days..
Things would have been a whole lot worse if the super typhoons direction had been different. .. That would have been really bad.. (for those that chose to live in an old swamp)

Swamps?
How can you have a flash flood in a swamp? - by definition a swamp is an area of wet land that maintains its balance regardless of other weather conditions - it is always a swamp, still, unmoving (very slowly) and stable.
