Shoe sizes in the Phils

My mahal says she takes a size "7 to 8" which I don't think is the same as the UK's.

Are the Phils sizes the same as the U.S.A as a size "7 or 8" equates to around a "5" in "our money"?

Checked my shoes, it reads 7 in US and 4.5 in UK.
