A Silicon Valley start-up called Blueseed wants to convert a cruise ship into a floating centre for foreign workers who cannot get visas to work in the US.

I suspect that even if it does get off the ground, it will be a big fail. The operational and maintainance costs will be prohibitive, and simply staying 12nm off land isn't as easy as it sounds. Then you have the joys of Satellite Internet, which is excellent when its up, but technical issues and weather at the land earth stations can wipe that out. Link this with having to go into planned drydocking for two or three weeks every two years, which is mandatory downtime. The ship would need to head into port to replenish regularly, and any unexpected maintainance would cause havoc. Computers don't like blackouts...

If they wanted it modern and full of redundencies, it would cost an astronomical amount.

As the saying goes "If it floats, if it flies or if it f$$$$ it'll cost you money"
