This is not new. Gaddafi's regime recognised this many years back and started to exploit it in the Sahara. When I was out there we drilled water wells alongside oil wells, frequently. The water table is a long way down but there all the same.

The biggest irrigation project in the word.....

The potential for water was discovered as far back as 1953.

They made reference to it in one of the episodes of the Human Planet....where the locals were digging wells down to the water table, in the dessert, then irrigating the land with the water.

"Contracts were awarded in 2001-02 for the next phase of Libya's Great Man-Made River project, an enormous, long-term undertaking to supply the country's needs by drawing water from aquifers beneath the Sahara and conveying it along a network of huge underground pipes".
