I am no expert at all, but it seems, to me, that UKBA is out of order on this one....:Erm:

why would you want to learn welsh...?

but it does seem strange that so many get let in,that they will stop her too.

:doh, one less student for your wales speaking course that you hold in your cellar scouser keith :D

they should have gave her a map of the uk and asked her to point to where wales is :D

The refusal seems perfectly acceptable to me. If it was a 20 year old from the Philippines being sponsored by a non-related person to come to the UK to learn English at a non-offical learning establishment then no-one would be surprised or complaining when their visa was refused.
