EU/EEA family mrmber applications have no visa fee.
If you apply directly at the embassy (you are entitled too at all Schengen embassies, an appointment needs to be given within 2 weeks of the request) it will be without service fee aswell and thus entirely free.
If you prefer to chose the entirely optional external service provider (VFS, France uses TLS) then ofcourse they charge a service fee. The visa itself will still be free though.
Read the posts in this topic and the pinned topic at the top of the forum for more information and experiences. Good luck, thr Spaniards are more difficult then they should be or are allowed to be. But apparantly they don't receive enough complaints in Brussels to make Spain return back to it's cage and apply the rules properly so it becomes a free, fast, smooth and hassle free ride like it is meant to be!
