Well I wouldn't say "slams" but hey that's media speak.
He's attempting (again) to deflect blame onto local authorities whose preparations he said had fallen short.
There's no-one could possibly have predicted the strength of the typhoon nor the strength of the storm surges.
In hindsight, the preparations were poor. But the buck stops at Aquino IMO and he prevaricated far too long......there were no local authorities to do anything...
Sorry all that's my position.
