Hi Rayna, just a quick question. On the report of marriage form, the 2 witnesses they were asking, are they the same witnesses on the wedding or can someone else sign it ?

It's the same witnesses that was in your wedding. They don't need to sign it, just put their names that was written in your marriage cert.
