Question Welsh learner denied entry to UK

I am no expert at all, but it seems, to me, that UKBA is out of order on this one....

The refusal seems perfectly acceptable to me. If it was a 20 year old from the Philippines being sponsored by a non-related person to come to the UK to learn English at a non-offical learning establishment then no-one would be surprised or complaining when their visa was refused.

I bet that if she had come in, dressed from head to toe in a bedsheet, with eye holes in it, she would have waltzed through......
